How long do Gateway 2 decisions take?
New-build and conversion approvals moved from a 43-week median and 39% approval rate in August 2025 to a 22-week median and 91% approval rate in the 12 weeks to 1 August 2026. The statutory period remains 12 weeks for new-build applications.

How many decisions is the BSR making?
BSR made 349 Gateway 2 decisions across all HRB categories in the 12 weeks to 1 August 2026, approving 287. New-build and conversion projects accounted for 45 decisions and 7,587 approved residential units; 131 such cases representing 30,421 units remained live.

Where is Gateway 3?
As of 1 August 2026, BSR had received 319 Gateway 3 applications. It made 29 decisions in the latest 12-week period, with a 72% approval rate and a 16-week median. Most applications were internal refurbishments. BSR reported that no new-build project which passed through Gateway 2 had yet reached Gateway 3. The Gateway 3 hub covers what the volume wave will demand, and the tracker's handover section will name the first movers as they are reported.
